Beijing is strengthening agriculture’s weak links before floods, drought, price swings, or supply-chain stress hit
Grain output still sets the floor, but holding it means little if farmland, water, labour, local services, storage, logistics and markets buckle under a shock.
The 2026 central no. 1 document sets grain output at around 700 million tonnes and calls for higher grain and oilseed yield, better farmland, seed, machinery and farming methods, while folding the ‘vegetable basket’ and wider food output into a broader food-supply agenda. Farm security now runs beyond the harvest itself, into processing, trade, cold chains, import exposure, risk cover and land care. The big food view behind this shift also identifies the weak points: PRC farm chains still face thin research capacity, heavy pressure on land and water, high disaster risk, limited processing and imports concentrated among too few sources.
law sets the floor
Beijing is writing resilience into routine rules. The Food Safety Law gives grain security a legal base, presses officials to protect farmland and secure supply, and covers reserves, distribution, processing, emergency response and waste control, alongside calls for fiscal support, tighter links across storage, transport and sales, and more science and data work. The 15th 5-year plan for building an agricultural power adds machinery, digital tools, farm data, smart farming and farm bodies to the same set-up, with a national farm and rural data platform and digital upgrades for large farms, ranches and fisheries.
Three strands follow: keeping grain and key farm goods secure, using science, seed, machinery and farm work to make output less brittle, and using insurance, finance, reserves, logistics and regional links to slow the spread of shocks once they hit. The aim is to make resilience standing practice, not a one-off campaign.
capacity is the test
PRC agricultural resilience by dimension, 2014–23
PRC farm resilience rose by almost 34 percent between 2014 and 2023, provincial data show. Economic and social resilience improved fastest, reflecting farmers’ wider access to credit, insurance, income beyond farming itself and public services. Production and ecological resilience improved more slowly and remain the weaker link. Both cover the practical side of farming: yields, disaster recovery, soil health and water quality. The policy focus on ‘storing grain in land and technology’ (protecting farmland so it stays in good heart and advancing farming technology, to secure future supply) speaks to this gap. A good harvest is not the same as a resilient farm sector. Output is what farmers grow each year. Capacity is the underlying ability to keep growing food reliably, built through better farmland, stronger seed, early weather warnings, irrigation and drainage, and support for local farmers. A bumper crop can ease shortages for a season, but only a stronger capacity base guards against the next drought or flood.
leading factors shaping PRC farm resilience
Technology is taking farm resilience beyond the field and into the whole supply chain. A veteran researcher at Renmin University’s National Food Security Strategy Research Institute, Cheng Guoqiang 程国强 frames this as the core shift behind agricultural new-quality productive forces: grain production, in his view, must move from resource-heavy growth to innovation-led growth, with smart disaster warning, stress-tolerant seed and smart field work giving farming faster warning, quicker response and stronger recovery across the crop cycle.
Better technology hones judgement, cuts waste in the use of land, labour and capital, ties farming, processing and trade more closely together, and helps farm services connect smallholders to modern tools and markets. The 2024–28 smart agriculture action plan builds a working base for this, calling for new digital platforms, a national farm and rural data platform, and wider use of big data, Beidou and AI to cut costs, lift yield and raise efficiency, with the strongest gains in major grain regions and places with a stronger digital economy.
Technology can now do more than lift yield: it helps spot risks earlier, move resources faster, cut losses from weather and market swings, and link production, processing, logistics and sales, bundling machinery, data, advice and market access so smallholders bear less of the cost alone.

Data for 13 major grain-producing regions over 2011–20 show a broad rise in resilience, with the northeast performing best and the central region still having room to catch up; science spending and internet access both show a clear positive effect on overall farm resilience. Provincial data trace a west-to-east flow across the country, rather than a straightforward coastal-inland split. Western and central provinces tend to generate resilience gains, which spread eastward, with Shaanxi, Heilongjiang and Anhui acting as bridges that pass resources, technology and policy effects along the way.

Ecological resilience remains the long-run weak spot. Provincial data for 2011–23 show a broad rise overall, but in a north-strong, south-weak pattern, with core areas outperforming the edges. Low-resilience areas risk becoming locked in place, held down both by their own past performance and by conditions next door, so catching up will need more than local action: eco-compensation, fiscal transfers, green technology and land improvement all have a part to play, alongside the roads, water infrastructure, power, communications, cold chains and digital networks that shape how fast farming can adjust and recover from a shock.

A split regional approach follows from this. The northeast needs to balance black-soil care with larger farms and better machinery. The central region, which carries a heavy food security task without always having the budget strength or modern services to match, needs stronger land improvement and fiscal backing in its major grain areas. The east needs greener growth under heavy land use, building on its stronger transport, irrigation and markets. The west can turn ecological assets, niche crops and digital links into a steadier rural industry. Matching these strengths will take more science funding, processing capacity and cross-regional links, so that separate regional gains add up to national resilience.

Farm resilience also needs stronger buffers. Insurance can share risk, bring in recovery funds and support production after climate shocks, though it depends on financial support, farm business bodies and disaster data, and can fall short in fragile areas without fiscal and infrastructure backing. The national climate adaptation strategy to 2035 puts agriculture and food security near the centre of climate work, calling for better use of farm climate resources, stronger farm weather services, wider use of weather-index insurance and trials of catastrophe insurance for farming.
Finance matters less for its size than for how well it is aimed: digital lending helps farmers up to a point, but works less well once it grows too large or strays from what production actually needs, whether that is insurance, equipment, land or links to processing and rural industry, rather than simply expanding loan totals.
A wider food base offers another buffer. Huang Jikun 黄季焜 Peking University notes that the 2026 central no. 1 document gives more weight to the ‘vegetable basket’ and to farming, forestry, livestock and fisheries together, in line with shifting diets and the need to raise farm income. The big food view behind this spreads risk across more supply channels, so that stress in one crop, one region or one chain can be softened by grain, oilseeds, vegetables, livestock, aquaculture, fodder, forest food and bio-agriculture elsewhere.
The hard part is making these weak links strong enough before the next shock arrives. In the short run, Beijing must hold grain and key farm goods steady. Over the medium term, technology, insurance, fiscal support, land improvement and regional links need to be built into standing practice. Over the long run, PRC farm growth must rely more on technology, stronger governance and sturdier supply chains, and less on heavier use of land, water and inputs.

Cheng treats agricultural resilience as a system’s ability to keep food supplies flowing through production, trade and policy support when shocks hit. His recent work on food security for the 15th five-year plan sets two priorities: building domestic capacity through farmland protection, high-standard farmland, seed development, technology and policies that protect farmers’ returns, and making international agricultural supply chains sturdier against disruption. He argues China should keep using both domestic and international markets while cutting the risks of import dependence.
Cheng built his career inside the state policy system, heading the agricultural negotiation team for China’s WTO accession before spending over a decade at the Development Research Centre of the State Council, rising to secretary-general of its Academic Committee. His policy reports have drawn more than ninety endorsements from State Council leaders. He now chairs the Ministry of Commerce’s expert committee on high-quality trade development and sits on the National Food Security Policy Expert Advisory Committee.

Ye sees agricultural resilience as the capacity to keep food production and supply steady through extreme weather, volatile international prices or geopolitical disruption. His 2026 work calls for more investment in high-standard farmland, agricultural technology and the national grain-production capacity programme. He also points to China’s fertiliser reserve system, which stores supplies ahead of planting season and releases them as demand rises, as a buffer against external shortages and price shocks. Alongside these domestic safeguards, he has pushed for more diverse import sources and stronger control over key international logistics links.
Ye focuses on agricultural trade policy, food security strategy, and rural reform. He has held visiting or adjunct positions at China Agricultural University and Jilin Agricultural University and serves several national agricultural and rural-economy associations. His policy work focuses on strengthening domestic production, improving the structure and resilience of farming imports and shaping national strategies that balance openness with food-security priorities. Ye holds a PhD in agricultural economics management from the Chinese Academy of Agricultural Sciences graduate school (1992-95).

Huang defines agricultural resilience as the food system’s capacity to sustain production, adapt its structure and protect farm incomes under resource, environmental and market pressure. At the 2024 World AgriFood Innovation Conference, he named environmental degradation and resource scarcity as major threats to China’s food security, and argued that institutional reform, technology, market change and investment need to work together to lift productivity and resilience. He has since called for a more diverse food supply, stronger agricultural research and extension, better farmland, suitable machinery and wider use of new technology, alongside more diverse imports and continued research and trade cooperation.
One of the PRC’s most cited agricultural economists, Huang is known for decades of empirical research on farm technology adoption, land policy and rural poverty that has shaped both academic and policy debate on food security. He founded and directed the Centre for Chinese Agricultural Policy at the Chinese Academy of Sciences from 2000 to 2015. He sits on the Ministry of Agriculture and Rural Affairs rural revitalisation advisory committee. Huang holds a PhD in agricultural economics from the University of the Philippines (1990) and a bachelor’s degree from Nanjing Agricultural University (1984). His work has been published in Science and Nature.
